Qualifying Small Entities (QSEs)

A QSE Under the Amended Codes of good practice is an enterprise with annual turnover of between R10 million and R50 million. Entities within this threshold that are more than 51% black-owned are  exempted from Verification.Such entities are only required to obtain an sworn QSE affidavit on an annual basis confirming annual turnover and level of black ownership.This affidavit must be stamped by a Commissioner of Oaths.

QSE's with less than 51% Black Ownerships

The entity will need to be assessed on the QSE scorecard.

All QSE’s undergoing verification are required to be scored on all 5 elements on the amended BBBEE Scorecard:

  • Ownership

  • Management Control

  • Skills Development

  • Enterprise and Supplier Development

  • Socio-Economic Development

*Please note that the thresholds for qualification as a QSE in terms of the different sector codes are sometimes different to those adopted by the Amended Codes.
